feel free to correct me if you got quotes from the books but i always thought that the "high elves" referred to all 3 groups of elves who went to valinor with all the rest being known as the dark elves (apart from the sindar who were ruled by thingol and melian which made them special because they'd both seen the light of valinor)

if this is the case then high elves works best, if not the noldor were also known as the "deep elves" so that could work, although it seems a bit obscure to me

In a game I played recently, for angmar to get an army they needed to attack well the dark numanorians as they controlled one giant freezing area. so u should make idk a rebel settlement below angmar with rebels as dark numenorians.
